It doesn't appear to be part of the standard complex config so you
probably need to create it.

Per node and static are not opposites. You can define a different
static value for each
node in the complex_values parameter of the exechost. If you want to
measure the actual amount of scratch free
you can write a load sensor to report it to Grid Engine. You can even
combine the configured
consumable and load sensor approaches in which case the lower of the
calculated and sensed values is used
for scheduling purposes.
I'm planning something similar but have the prolog mount a suitably
sized tmpfs on $TMPDIR and umount it in the epilog.
