[gridengine users] how to limit the number of job submission from users

  in global (qconf -sc global)
there is
max_u_jobs The number of active jobs, which each user can have in the 
system simultaneously. A value greater than 0 defines the limit. 
max_u_jobs is a global configuration parameter only. Default Value: 0 
(unlimited)
May be you want  to change to 2
