[gridengine users] cannot submit job

hello,

I got something weird situation with  job submission.
I made a usersets called onsiteusers and added smpark user account.
users are included in onsiteusers can submit jobs.
but, I couldn't
so I logged in root and switched to smpark by su - smpark
then I tried to submit a job and checked it worked.
but, I still could not submit when I logged in with smpark account.
any idea?
