[gridengine users] Order of prolog start_proc_args

To my knowledge: yes. I never observed something different for prolog and start_proc_args.

But to me it looks like the global prolog is also overridden by the one in the queue setting, contrary to the documentation that it should only be overridden by a local exechost configuration.
