[gridengine users] filter parallel jobs with np 1 to serial queue

Hi,
I have queues for parallel jobs (short and long), for interactive work 
and for serial jobs.
General we limit the amount of serial jobs in the serial queue with 
restricted amount of hosts.
Unfortunately sometimes users are submitting parallel jobs with "-pe 
openmpi 1" to the cluster and fill up the parallel queues with huge 
amount of "one-slot" jobs. I'm looking for  a solution to move such 
slots to the serial queue, e.g. with RQS, but I could not find a 
solution. Has anyone  ideas ?
