The advantage of doing PE_HOSTFILE rewriting in the starter_method is that 
we can modify the job's PE_HOSTFILE variable to point to the new file. 
This is useful for the MPIs and parallel applications that already 
understand gridengine and directly read that file.

I admit that there will be some things in that list because we already had 
a starter_method and it seemed the best home for them, and I'm not the 
biggest fan of PE customisation (taste). This may or may not be one of 
them :)
