[gridengine users] export of environment variables from start_proc_args

It might seem odd, but I want to override gridengine's decisions in 
certain circumstances but without interfering with gridengine's view of 
the cluster.

This is to create some functionality that is currently missing. It's an 
experiment at the moment: I'll report back if there's anything positive to 
say (or negative for that matter, if people are interested).
