[gridengine users] Only offers 2147483648 slots

I've had another user submitting jobs that trigger the "only offers
2147483648 slots" bug.  This time around I've managed to notice a
common characteristic.

The jobs in question all request a really short runtime (at least for
our cluster).  They are also all parallel and request exclusive
resources (our JSV enforces
this as policy for large jobs).  A quick experiment suggests that when
I submit a 256 core job requesting 10 minutes runtime(via h_rt) it
works fine but a request
of 5 minutes triggers the bug.
I'm using SGE 6.2u3

I'm going to try and narrow the bug down a bit more and then submit a
bug report to the SoGE bug tracker but I thought I'd mention it here
in case it triggers any
bright ideas.
