Apologies in advance if I've got the wrong end of the stick.
It sounds like you're trying to get all jobs to fill your nodes in a
particular sequence, thereby allowing any usable "gaps" to be filled by
small jobs and keeping the maximum number of empty nodes handy in case
anyone wants to submit a big job. Is that right?
I don't know if I've missed anything myself but, in the past, I've found
that this (queue_sort_method seqno, job_load_adjustments NONE, etc.)
doesn't always work with PEs unless you specify a different seq_no for
each queue instance. You might want to give that a go.
